How do I get a girlfriend?

I'm awkward, meek, and emotionally cold; I stutter whenever I speak, and I have severe social anxiety and little to no interpersonal skills. I wouldn't describe myself as a nerd, because even nerds have friends and an in-group of people they can relate to, whereas I live in total isolation. Even though I'm in college, I've never been on a date or kissed a girl. I'm petrified to even try because I don't know anything about how human relationships work. Where do I start meeting girls? And what do I do once I've met one I like? In humility, I ask for your help, please.
